Commercial Record Economic Activities Accepted by SFDA

Before a local Saudi company can apply to SFDA for a license, it must have the correct Economic Activity showing on its commercial record (CR). It can add or remove such activities in its CR through the Ministry of Commerce (MOC).

Economic activity describes the legal scope of the company’s activities and platforms. Newly established companies frequently face delays in issuing their SFDA licenses when they have the wrong activity in their CR.

For example, they may have retail activities when they should be wholesale or agency. Therefore, their ultimate objective of receiving SFDA approval for their products will be delayed even further if the activity is incorrect.

This post describes the SFDA’s economic activities, importance, classification, and what firms must do to comply from day one.

What are Economic Activities?

The economic activities refer to the official business functions that the health product regulations of Saudi Arabia approve for your company to perform. These activities determine:

• What type of SFDA establishment licenses can the company apply for?
• Which products can they register and market?
• Which SFDA platforms (e.g. GHAD, eSDR) can the company access?
• What compliance measures should be applied?

ISIC4 Classification

Saudi Arabia adopts the International Standard Industrial Classification (ISIC), Revision 4, to classify all economic activities. A committee assigns a 6-digit ISIC4 code to every activity, which is:

• Recognised by the SFDA
• Referenced in the SFDA platforms and inspection protocols
• Used as a determinant for license type (e.g., import, manufacturing, distribution)
• Mapped directly to your CR to validate your company’s operational scope

If the ISIC4 code does not logically match the company’s registered commercial activity, it may lead the SFDA to delay or challenge the application.
